WISE Bathing Water Directive data request 2021

Dear Colleague,

 

As per Art. 13 of the Bathing Water Directive 2006/7/EC you are invited to provide your national bathing water data for the bathing season 2021 at your earliest convenience but not later than 31 December 2021. Member States are expected to report monitoring results for intestinal enterococci and Escherichia coli, as well as management measures as implemented in the bathing season. 

The requested BWD data delivery is “Monitoring and Classification of Bathing Waters” (obligation 787). All data files should be uploaded to the Central Data Repository (CDR).  


Data delivery: Monitoring and Classification of Bathing Waters (Obligation 787) 

The monitoring results, bathing water quality classification, bathing season period and other management periods (such as short-term pollution, abnormal situation, and inaccessibility) should be reported in the reporting template accessible and described in EIONET Data Dictionary. The format of the delivery is XLS spreadsheet file.

National reporters are invited to download the template and fulfil the three tables. The file can be delivered to the CDR folder “Monitoring and Classification of Bathing Waters”:

Data quality check

Once the data files are uploaded, an automatic QA/QC procedure will run and a list of issues (blockers, errors and warnings) will be automatically shown. We kindly request that you check the results, correct any issues, redeliver corrected data and release the envelope, thus completing the task. Once the envelope is released, it is marked as an official delivery and the specific file cannot be changed anymore; data updates, corrections and re-submissions can always be delivered in a new separate envelope, which enables clear and automated tracking of delivery versions in the database. The deliveries that are not released cannot be processed in the system and are therefore treated/perceived as not officially delivered. A further level of manual data quality checks will be carried out by the EEA once the 2021 bathing season data is accepted to the production database. 


Data delivery: Identification of Bathing Waters for the bathing season 2022 (Obligation 788)

We also invite you to specify all waters identified as bathing waters for the season 2022, as per Article 13.2 of the Bathing Water Directive 2006/7/EC. Following the reporting obligation 788 ‘Bathing Water Directive - Identification of Bathing Waters’, it is the basis for subsequent monitoring data, therefore the list of identified bathing waters should be reported by the beginning of the bathing season 2022 into the Central Data Repository into a separate folder for 2022 reporting:

The format of the delivery is spatial data file – Shapefile or GML. Pre-filled files with the lists of national bathing waters will be available to national reporters at WISE restricted access area. If, compared to the season of 2021, no changes are introduced to the list for the 2022 season in terms of identification, delisting, or attributes (name, coordinates, etc.), the reporting country does not have to deliver the list under ROD 788. Developments in the BWD reporting 

In addition to the BWD data flow established in the current Reportnet, also the Reportnet 3.0 infrastructure is being developed with an aim to allow more direct interaction between the national reporter and the EEA BWD database, thus facilitating data exchange and editing.

Reportnet 3.0 features will be demonstrated at the BWD reporting webinar on 23 November 2021. Nominated national reporters will be invited. Voluntary reporting of the bathing water quality data through Reportnet 3.0 will be possible after the webinar. 


Review of the Bathing Water Directive

Open Public Consultation

As part of the review process of the Bathing water directive the Commission has launched this week on the Have your say portal an on-line Open Public Consultation on the review of the Bathing Water Directive which will be open for feedback for 12 weeks and is available in all EU languages.

Please feel free to share the questionnaire with your network. We are counting on you and your network’s active participation in this consultation opportunity. Thematic workshops – 29-30 November 2021 (in the morning) 

We take this opportunity to invite you to attend a workshop on the review of the Directive split over two mornings on 29 and 30 November 2021. It will allow for the discussion about benefits and shortcomings of the Directive as well as challenges identified during its implementation. Enclosed the draft agenda for the event.
